|Apologies for absence
The Chair welcomed everyone to the Meeting. There were no apologies received.
Open Session with Public
There were apologies made that the Highways Consultant, Bruce Bamber, had not been able to attend due to the very late receipt of the requested material information from Herefordshire Council. His visit to answer questions and present information would be rescheduled.
A question was raised regarding the white lines on the roadway through Callow Village, there were concerns that they may give the impression of a “race track” to some drivers but were otherwise believed to be a good idea. Ward Cllr Jon Johnson confirmed that there were no plans, currently, to resurface Haywood Lane so there would not be new white lining there. Encroachment onto verges generally was reported, continual creep and erosion of the highway edge. Callow Village were requesting Not suitable for HGV signage. There had been a serious accident on the brow of the hill in Haywood Lane, serious injury sustained but no fatality. The driver had hit an Oak Tree. The Police would be launching a full enquiry into the accident. It was commented that speeding is still a big issue and thanks were recorded to the Parish Council and to Bruce Bamber for obtaining the data reporting this. A plea from the floor was made for speeding to be a priority action in any remedial ideas carried through. Speeding past Hillcrest was still a concern.
Comments were made about the status of byway/footpath GF7 Ref: 2322 3575. It was stated that this path should not be blocked or locked.
|Declarations of Interest
There were declarations for Cllr. Shaw and Cllr Priddle regarding any matters relating to the Southern Link Road planning application number 151314.
|3.0||To Adopt Minutes of the Parish Council Meeting held on February 5th 2019
The minutes of the meeting were signed as a true and correct record of the Parish Council Meeting held on the 5th February 2019. This was subject to an amendment made to Item 7 concerning speeding in the parish. The amended minutes would be placed on the website.
|4.0||To Receive Reports from:
Ward Cllr Johnson congratulated the Litter Picking Team for a very successful pick over the previous weekend. The situation of litter on the A49 was commented and the Rotherwas Relief Road where skip lorries often lose litter while travelling there. CCTV evidence would be required for any prosecution.
The opposition parties in Herefordshire Council had agreed with the main budget proposals for the Council. All actions were now on hold from 12/03/19 for the period of “purdah”.
Ward Cllr Johnson advised that he would be stepping down from the office of Ward Cllr in May and the Parish Council thanked him for all of his work whilst in office.
Golden Valley Bulletins had been circulated as received.

|5.0||Finance and policies
5.1) To note bank balances
The current account balance stood at £10157.85.
5.2) To resolve to accept payments, as per listing

The payments were resolved to be paid unanimously.
It was resolved that Cllrs Lloyd, Priddle and Malins should become bank account signatories. The Clerk would obtain the necessary mandate forms.
Cllr Priddle updated the meeting further to the question of the validity of the Neighbourhood Development Plan in consideration of planning applications. The Core Strategy was currently under delivering in regard to housing targets. The Callow & Haywood NDP had set areas for principle housing and the policy was that applications outside of these areas would have to be considered carefully on their own merits. There would now be a wait for a new emerging Core Strategy and this information was shared from Sam Banks and Louise Kirkup of Kirkwells.
6.1) To consider applications as detailed:
Planning Consultation 190478 – The Bungalow, C1226 from A49 to Hillcrest, Callow – site for erection of two single–storey dwellings utilising existing access from the C1226
Cllr Priddle would draft a response for application 190478. The overview was one of support, in general, but for the concerns to be raised in terms of access issues and the desire that a precedent should not be set. Full statement from the Herefordshire Council Planning Portal on the website.

The Parish Council commented that there were no objections to application 190533, in principle, provided that the overall illuminations were not increased.

The Callow & Haywood Group Parish Council had no objection to the proposal in application 190580 provided that there was no adverse impact caused to residents at No. 6.
Planning Consultation: 190599
Installation of 712 no 242.08kW GM ground-mounted solar array at Ridgehill
The Parish Council commented that there was no objection to the proposal in application 190599.
The Old Mushroom Farm would be on the May 2019 Agenda.
6.2) To consider any issues or developments concerning Planning Application 151314 Southern Link Road
The Archaeological Survey that was being carried out under planning condition was in progress. There had been no information to date on landscaping proposals for the SLR. This would be followed up.
The Public Inquiry into the Compulsory Purchase Orders had finished.
|Speeding in the Parish and update regarding Consultancy Project
This was covered in Open Session.
The Tree Warden was present at this meeting. He advised about the Archaeological Dig that was taking place at the rear of Grafton Wood. There was evidence of Iron Age smelting remains. Details of the report on findings would be requested.
Cllr Lloyd advised that the work on this topic was ongoing. There was money for initiatives and a planning Meeting was to be held in May.
The issues around the newly installed fencing had been raised and a response was awaited. The blue temporary fencing and litter required clearing.
A big thank you to Angie and Martin Gibbs for their work in organising the pick plus to all those who took part. A large quantity of litter had been cleared. Future picks would be held. Hot spots had been the A49 entrance and by the garages at Knocker Hill. Cider bottles in abundance.
Three new bins would be purchased and installed in consultation with the Lengthsman.
This was work in ancient woodland and had been followed up.
This was noted in the Open Session and commented on by the Ward Cllr in relation to Haywood Lane.
|Parish Roads and Footpaths
9.1) To note any defects to be reported to Balfour Beatty.
No new issues advised apart from ongoing.
9.2) To put forward work for the Lengthsman –
Grit bins, filling of bins and works as advised for completion in schedule.

|11.0||Matters to be raised on the Agenda of the next Meeting
All usual items to be on the Agenda for May. This would be the Annual Parish and Annual Statutory Meeting to run concurrently. Also Highways Consultant to attend to answer questions etc. if available.
|12.0||Confirmation of date of next Meeting
The next Parish Council Meeting (Annual Parish and Annual Statutory) would be held on Tuesday 7th May 2019 from 7.00pm in the Callow Village Hall. Cllrs Bryant and Glover advised that they would not be standing for re-election to the Parish Council. The Parish Council thanked them both very much for their contributions to the work of the Parish Council over a number of years.
Confirmation of future Parish Council Meeting Dates for 2019:
Further Meetings would be held on:
June 4th, July 2nd, Sept 3rd, Oct 8th, Nov 5th.
No meeting in April, August or December. All meetings from 7.00 pm in the Callow Village Hall.
