Minutes of the Parish Council Meeting of Callow & Haywood Parish Council held via Zoom Platform on Tuesday 9th June 2020 from 7.00 pm

Apologies for absence

The Chair welcomed everyone to the Meeting.

Open Session with Public

There were no matters raised during the Open Session with the public.










Declarations of Interest

There were declarations for Cllr Priddle, Cllr. Sharp and Cllr Hardy regarding any matters relating to the Southern Link Road planning application number 151314.  Cllr Sharp also declared an interest in the planning appeal number 191142 for Roman Byre.

3.0 Co-option of councillor

There was no co-option at the June meeting. Thanks were recorded to outgoing councillor, Carol Lloyd for all of her work on behalf of the parish. One vacancy still existed and the second vacancy, due to Cllr Lloyds resignation, was being advertised.

4.0 To Adopt Minutes of the Ordinary Parish Council Meeting held on March 3rd  2020

The minutes of the meeting were signed as a true and correct record of the Ordinary Parish Council Meeting held on the 3rd March 2020.




5.0 To Receive Reports from:

Ward Councillor:

Ward Cllr Christy Bolderson explained that it had been relatively quiet in Wormside. Herefordshire Council committees were now meeting remotely and Callow and Haywood was the only PC meeting currently in the Wormside Ward (via a remote platform). Things would be coming back on line and progressing normally going forward. Thanks were recorded to the Link Worker, volunteers, parish council and the clerk for keeping things together and for the community for all pulling together. There had been no recent further requests for support.



Golden Valley Bulletins had been circulated as received.


Locality Steward:

Bulletins had been circulated with updates of works undertaken.








6.0 Finance and policies

6.1)  To note bank balances

The current statement account balance stood at £11786.84


6.2) To resolve to accept payments, as per listing

To resolve to accept payments as per listing:

Mrs A Wright (salary paid in accordance with contract for May and June)

HMRC (tax)                                                                                                   £80.40

Eyelid Productions (website upgrade and web annual fee)       £150.00

Herefordshire Council (May 2019 Election recharges)               £178.73


The payments were resolved to be paid unanimously.









7.0 Planning Matters

7.1) To consider applications as detailed


Two applications for consideration:


APPLICATION NO & SITE ADDRESS: Planning Consultation – 201505 – Land at Grafton Lane, Hereford, HR2 9RT

DESCRIPTION: Replacement of existing agricultural galvanized gates with 2.2m high wooden panelled gates (retrospective).

APPLICANT(S): Mr Martin Forrer

APPLICATION TYPE: Planning Permission


The Parish Council recorded no objections to the replacement gates as detailed in application 201505.


APPLICATION NO & SITE ADDRESS: Planning Consultation – 201454 – Merry Cottage, Grafton Lane, Hereford, HR2 8BL

DESCRIPTION: Change of use of empty garage building (with existing planning permission) and some of the garden surrounding it as car park to run childcare business.

APPLICANT(S): Miss Karolina Kunigiskyte

GRID REF: OS 349549, 236937

APPLICATION TYPE: Planning Permission


Comments would be drafted and circulated before submission to the Planning Authority. Neither recorded support nor object to the application 201454 but comments would be made regarding parking and access.

DESCRIPTION: 4 X internally illuminated rolled fascia panels ‘A’ ‘B’ C’ ‘E’ and 1 X internally illuminated totem ‘E’

7.2) Mushroom Farm – planning – to receive any update re planning

The issue of grab lorries had been raised and acknowledged. The Enforcement Officer would be attending to check all was in order.


7.3) Gamber Grafton Lane – update including any planning application

Progression of planning applications and current position would be queried.


7.4) Site in Merry Hill Lane – update – no further comments.


Knocker Hill entrance – new representation from a resident would be checked regarding the resident’s allegation that more woodland had been removed than had been authorised by the planning consent and restrictions.



































































Speeding in the Parish

To receive any update – and including

Herefordshire Council negotiations on rat running and speeding etc.

No changes since the last meeting regarding the principles noted.


Update on legacy TRO matters as notified and consultation

The Parish Council had approved the actions that were being proposed regarding restriction of HGV traffic on Haywood Lane, Grafton Lane and associated lanes.


9.0 Village Matters

  • To discuss flooding and resilience matters

This would be carried forward to a later meeting.


  • Local funding Covid 19 linked and extended Rural Services Delivery Grant deadline

No comment was made on this item.









Parish Roads and Footpaths

10.1) To note any defects to be reported to Balfour Beatty.

To be discussed at next meeting. Haywood Lane was being resurfaced.


10.2) To put forward work for the Lengthsman

To be advised as required.






11.0 Information Sheet and Correspondence

The next Parish Council Meeting would be held on Tuesday 7th July 2020 from 7.00pm via Zoom.
