Minutes of the Parish Council Meeting of Callow & Haywood Parish Council held at Callow Village Hall on Tuesday 7th February 2017

1.0 Apologies for absence
The Chair welcomed everyone to the Meeting. Ward Cllr. Jon Johnson had sent his apologies for absence. Cllr. Julian Vaughan was not present.

Open Session
The office swivel chair that had been tipped by the road past the Church. Clerk to remind the Fly-Tipping Team. Also a white bag plus rubbish had been tipped at Grafton Lane, city side, about 100 metres from the A49.
There were also large potholes and drainage issues at the location outside the property adjacent to the Church plus a further accident had resulted in a kerbstone being tipped up on the verge by the Church.
Potholes were still present on Knocker Hill.
The Tree Warden asked why the Ward Cllr was not in attendance. Apologies for absence had been received.

2.0 Declarations of Interest
There were declarations, as previously recorded, regarding any matters relating to the Southern Link Road planning application number 151314 and including Cllr Sharp.
Cllr Glover also declared an interest in Planning Application 164091 for a property to be built at a neighbouring address to her family members land on Twyford Common.

3.0 To Adopt Minutes of CHPC Meeting held on January 9th 2017
The minutes were signed as a true and correct record of the meeting held on the 9th January 2017.

4.0 To Receive Reports from:

Ward Cllr Jon Johnson had sent his apologies.

5.0 Finance and Policies

5.1) To note the balance and current status of the current account and community projects account. The current account balance stood at £9,532.36 and the Community Projects account at £1016.41.
5.2) To resolve to accept payments as per listing and including salary for the Clerk plus tax due for February. The payments were resolved to be paid unanimously.

5.3) To discuss parish website
Cllr Lloyd kindly agreed to be the new Webmaster. This was proposed by Cllr Glover and seconded by Cllr Gibbs. Thanks were recorded to Ian Morgan for very kindly covering until a new website could be put in place. Cllr Lloyd would contact HALC and look into undertaking appropriate website training.

6.0 Planning Matters

To consider any applications as detailed:
Planning Application 164091: Land at Red Brook, Twyford Common for the erection of a small dwelling in the garden of the property. Cllr Glover declared an interest as the land in question abuts the land of her family.
The Parish Council heard representation from the applicant, details of the application and considered the proposal. The Parish Council resolved that they would not be making any comment on the application.

Planning Application 170106: 1 Graftonbury Rise, Grafton Lane, application for variation of condition 2 of planning permission 153235 (Proposed residential development comprising four dwellings associated infrastructure and landscaping) to accommodate design review of one dormer in lieu of roof light to plots 1 & 4 and addition of 1 no. door to each garage (all plots). Also including correspondence received on application 170106/F from a resident.
The Parish Council discussed the application details and resolved that the Parish Council would not be commenting on the application but did state that they would be anticipating that the Planning Department would be dealing with any local concerns, as raised, by neighbours.

The Graftonbury, ex Hotel, planning application had been dealt with by Cllr Lloyd and consent had been given. Permitted development rights had been removed from the consent.

Planning Application 163590 1, Hillcrest – hard standing for mobile home. Views had been circulated, permitted development and certificate of lawful use had been issued.

Planning Application 170096/F Sun Valley feed mill in Tram Inn Lane, Allensmore. Although not in the Callow and Haywood “patch”, this may be impactful. The proposal was for a taller and larger tower for the feed production site. The Clerk was asked to request an extended deadline for comments and for a proper Environmental Impact Assessment to be supplied, including visuals, for consideration by the Parish Council before making any comments.

To consider any update regarding Planning Application 151314 for the Southern Link Road.
Ward Cllr Johnson would be meeting with Mairead Lane, of the Herefordshire Council, on the 8th March to discuss the way forward.

Congratulations were recorded to Jan Nash and the Village Hall Committee for the improvement works carried out on the Village Hall car park.

7.0 Speeding in the Parish
Update on any developments.
Cllr Gibbs had circulated some update information on proposals that had been put forward and actions taken. It was proposed to hold a public consultation on a chosen date (1st March was selected) from 4.00pm to 8.00pm in the Callow Village Hall in order to allow people to drop in and discuss the issues and concerns plus offer any suggestions as to how things could be changed or implemented to help solve these, where possible. As many councillors etc. as possible to attend on a rota basis etc.
Information would be made available, initial suggestion published and comments invited.
Communication was ongoing with Ian Connolly, the Traffic Management Advisor for the West Mercia Police.
A Meeting to further discuss concerns and possible remedial action had been arranged, by concerned parishioners, for the 24th March 2017 at the Callow Village Hall from 3.30pm. MP Jesse Norman would be in attendance.
Cllr Gibbs would re-circulate her update e mail for anyone that may not have seen it.

8.0 Village Matters
The Neighbourhood Watch item and also Good Neighbour would be removed and re listed when Cllr Lloyd wished to update on the topic areas.

The Tree Warden stated that he had not heard from the Ward Cllr regarding his enquiries. Ward Cllr Johnson had advised that he was still working on the “green corridor”. Nothing had been heard by the Tree Warden, to date, regarding questions he had raised on Grafton Wood, relocation of plants, damage that was likely to be caused or an updated species survey.
There was a discussion on tree planting and on actions to be taken in relation to Ash “die back”. Any suspected cases would be reported to the Tree Warden. Ideas for grant funding for trees for the green corridor around the new road would be investigated by the Tree Warden and information reported back via the Parish Council Meeting.
There had been further fly-tipping at the railway embankment site. Cllr Priddle would advise contact details for e mail to be sent to Southern Rail by the Clerk.

A Village Litter Pick would be planned for Saturday April 1st. Final details to be clarified at the March 2017 Meeting. Soup and sandwiches would follow a parish litter clear up.

9.0 Parish Roads and Footpaths

9.1) To note any defects to be reported to Balfour Beatty.
Paths to be walked and reducing funding stream was noted.
9.2) To put forward work for the Lengthsman
General maintenance, at present. Flooding reported by corner near Church.
Merryhill Lane between Haywood Lane and Grafton, half way down near railway bridge, bollards missing/ broken so access now possible for some vehicles. Clerk to advise Balfour Beatty.

10.0 Information Sheet and Correspondence

10.1 To note Information and Correspondence Sheet
The contents of the information sheet were noted.
Following Probation Service information re the use of offenders for community projects under Community Payback initiative, the Clerk would find out likely cost of using “offenders” to help with a litter pick.

11.0 Matters to be raised on the Agenda of the next Meeting
All usual items plus website, update regarding speeding, fly-tipping etc. Also update on the potential for use of the probation service “offenders” for a litter pick initiative.

12.0 Confirmation of date of next Meeting
The next Ordinary Meeting would be held on Tuesday 14h March 2017 at 7.00pm in the Callow Village Hall.
