Minutes of the Parish Council Meeting of Callow & Haywood Parish Council held at

|Apologies for absence
The Chair welcomed everyone to the Meeting. There were apologies received from Ward Cllr Jon Johnson.
Open Session with Public
A member of the public advised that there had been four recent accidents between “Hillcrest” and the Callow Village Hall. These would be lodged with the police. Some photographs had been taken.
The Tree Warden had suffered damage to his vehicle in an accident.
The lights from the Callow Garages (The Toyota one in particular) were described as being very bright and intrusive. This would be checked with Enforcement regarding cowling and direction etc.
The Lottery had been restarted at the Village Hall. The Coffee Morning date would be changing due to the forthcoming road closure.
There were overgrown hedges on Knockerhill and the five sections of woodland were recently sold. The Locality Steward to be asked to look at this.
There was a discussion on the new fencing at the railway embankment and concerns were expressed regarding the robustness of the fence and impact absorption plus the road sunk in parts close to the fence. It was resolved that the concerns would be expressed to Rail Track in a letter from the Parish Council.
The Chair advised of an application regarding her family property (184228) and would circulate details to the Parish Council in case they wished to make comment via the Clerk. The Chair declared a pecuniary interest.
It was noted that the Co-op had put in an application to demolish the Broadleys Public House and build a Co-op Store on the site.
Temporary Closure of Footpath GF3 was advised to facilitate an archaeological dig.

There were declarations for Cllr. Shaw and Cllr Priddle regarding any matters relating to the Southern Link Road planning application number 151314.

The minutes of the meeting were signed as a true and correct record of the Parish Council Meeting held on the 8th January 2019.

Ward Cllr Johnson had sent his apologies.

|5.0||Finance and policies
5.1) To note bank balances
The current account balance stood at £13403.26.
5.2) To resolve to accept payments, as per listing
To resolve to accept payments as per listing and including:
Mrs A Wright (salary Feb 19 £245.96 expenses £32.01) £277.97
HMRC (tax) £61.60
The payments were resolved to be paid unanimously.
6.1) To consider applications as detailed:
The Parish Council had commented on Planning Application 184611 regarding proposed signage for the SLR.
Comments were also submitted regarding the storage containers proposal for the Old Mushroom Farm.
The issue of the “out of date” comment relating to the Neighbourhood Development Plan was mentioned and the Vice Chair would communicate with Kirkwells Consultants who had assisted the parish with the production of the Callow & Haywood NDP to clarify how the changes may affect the Plan. The PC agreed to this contact being made.
6.2) To consider any issues or developments concerning Planning Application 151314 Southern Link Road
No further update.
|Speeding in the Parish and update regarding Consultancy Project
It was reported that at the last meeting with the Highways Consultant there had been a question raised that had required that the Consultant request more details and information regarding traffic details for outlying areas. This information had been supplied by Herefordshire Council and Bruce Bamber had analysed it and concluded that the proposed Traffic Orders in Callow and Haywood would not adversely affect other road networks in the area. Bruce Bamber’s Technical Note 2 had been sent to HC at the end of January 2019.
It was planned that the Highways Consultant would attend the March 2019 Parish Council Meeting to answer any questions.
The Tree Warden was present at this meeting. He advised that there were some training days coming up and that he would be undertaking a survey of notable trees in the parish. He would also be keeping a watchful eye on Ash Die Back cases. People would be looking to make replacements as and when the Ash Trees go. There were young Black Poplar Trees available. The Tree Warden reported seeing a polecat in his garden.
Cllr Lloyd presented a comprehensive report on the issues faced by people and those facing loneliness. This followed her attendance on a Summit to address the topic. Initiatives were being explored to bring people together and to foster friendships to combat this. The work to improve things for people would be ongoing.
Raised in Open Session and a letter would be sent to Rail Track.
This would take place over the weekend of the 2nd and 3rd of March. The Clerk would reserve 35 picking kits with Balfour Beatty and Mr and Mrs Gibbs would collect them before the weekend. Cllr Glover would amend the flyer for publication and each councillor to pop in notice boards. Meet on the days from 9 am onwards.
Clerk would chase up the one tonne of free issue grit which had not been delivered to date.

9.2) To put forward work for the Lengthsman –
Footpath GF3 needs clearing
Stiles needed at both ends of Footpath GF3 (stiles or self closing gates) Lengthsman to be asked to have a look.
Gates missing on DS5 and CA8
Also gate off its hinges at HA1 (Belmont Rural Parish)

HEREFORD TRANSPORT PACKAGE (HTP) – WALKING, CYCLING, BUS AND PUBLIC SPACE CONSULTATION
The consultation will run for six weeks from 29 January to 11 March 2019.
As a parish council you are invited to come along to the public consultation preview event. This will take place Monday 28 January 2019, between 5 – 7pm. This will be an opportunity for you to see the exhibition before it opens to the public and to speak to staff about the proposals.

Draft Minerals and Waste Local Plan (MWLP) – Consultation
We are consulting on the first draft of the Herefordshire Minerals and Waste Local Plan, which will form a part of the planning policy framework (Local Plan) for Herefordshire, and would like to know your views.
The paper will be consulted upon from Monday 21 January to Monday 4 March 2019.

The next Ordinary Parish Council Meeting would be held on Tuesday 5th March 2019 from 7.00pm in the Callow Village Hall.
Confirmation of future Parish Council Meeting Dates for 2019:
Further Meetings would be held on:
May 7th, June 4th, July 2nd, Sept 3rd, Oct 8th, Nov 5th.
No meeting in April, August or December. All meetings from 7.00 pm in the Callow Village Hall.
