Minutes of the Parish Council Meeting of Callow & Haywood Parish Council held at
Callow Village Hall on Tuesday 9th January 2018

1.0

Apologies for absence
The Chair welcomed everyone to the Meeting and wished everyone a happy new year. There were apologies received from Cllr Malins.
Open Session
The Village Hall Committee would be following up the damage to the Village Hall wall. Salt bin replacement for the one damaged at Dewsall was still required.
Dewsall lane speeding and potholes were discussed. The potholes were actually slowing vehicles down. The roads were disintegrating.
The Tree Warden, Mr Ashley Elliott, advised that he had sent another formal complaint to the Herefordshire Council regarding the survey of Grafton Wood. No answers had been forthcoming and the complaint appeared to have been dismissed.
Mr Elliott asserted that the Council had not followed its own planning guidelines. Mr Elliott continued that the conclusion appeared to be that Grafton Wood was not being classified as “ancient” woodland. He also stated that a number of species of plants had been missed from the 2014 Report and that the Planners had still accepted what had been written. He stated that the compensation and mitigation offer had not been improved in the light of new findings regarding the bio-diversity of the woodland. Mr Elliott was minded to bring the case before the Ombudsman and Cllr Priddle proposed, and Cllr Sharp seconded, the motion that the Parish Council would support such an action, if taken. The Ombudsman option would be on the next Agenda.

The Public Open Session closed at 7.15pm.

2.0

Declarations of Interest
There were declarations, as previously recorded, regarding any matters relating to the Southern Link Road planning application number 151314.

3.0 Co-option of Councillors
There were no new co-options. A vacancy still exists.

4.0 To Adopt Minutes of Meeting held on November 7th 2017
The minutes of the meeting were signed as a true and correct record of the Parish Council Meeting held on the 7th November 2017.

5.0 To Receive Reports from:
Ward Councillor
Ward Cllr Jon Johnson was not present. The Ward Cllr had said that he would be escalating the issue of the claim regarding the Village Hall wall and contractor damage.

Bulletins had been circulated as received.
Locality Steward:
Bulletins had been circulated.

6.0

Finance and Policies
6.1) To note the balance and current status of the current account and community projects account. The current account balance stood at £9826.52 and the Community Projects account at £218.29 as at the meeting date.
6.2) To resolve to accept payments as per listing and including salary for the Clerk plus tax due for January. The payments were resolved to be paid unanimously.

7.0 Planning Matters
• To consider any applications as detailed:
There were no individual new applications for consideration.

Grafton Development Proposal
A proposal by Taylor Wimpey to build houses at Grafton, both to the north and south sides of Graton Lane, had been subject to a public consultation at the Hereford Academy, Marlbrook Road. Transport difficulties, on the night of the presentation, had made attendance difficult and the website had not been easy to access for information. This had subsequently been corrected. A “sound” presentation had been given and public transport issues had been discussed. It was agreed that the Clerk would write to Taylor Wimpey to express concerns over logistical difficulties for south of river traffic, with copy to Kevin Bishop of the Planning Department.

A further development of 1000 homes at Bullinghope was in the process of being scoped out. The Parish Council had grave concerns concerning the numbers and subsequent transport issues plus concerns over localised flooding. The proposed development would abut the Rotherwas Estate where flooding was prevalent.

• To consider any issues or developments concerning Planning Application 151314 Southern Link Road:

A meeting had been held at Plough Lane between the Parish Council and representatives from the Herefordshire Council. The Meeting had been arranged by the Ward Cllr Jon Johnson following assertions that the Herefordshire Council had not been taking seriously the issues that the community had with the project to build the road. The meeting had been in “good spirit” and another meeting had been arranged for 15/02/18 to keep the momentum of communication between the parties going. The intention was that the work would commence on site from April 2019 with completion anticipated for summer 2020. Traffic Regulation Orders would be instigated to help control local “rat runs”.

• To update regarding road traffic engineer consultancy report

Cllr Priddle advised that he was looking into possible funding to support a freelance engineer. The engineer was putting a budget proposal together.

Speeding in the Parish
No further information this time. Item would be on the next Agenda.

9.0 Village Matters
• Tree Warden Report
The Tree Warden advised that there had been an amount of storm damage to local trees with the weight of snow having snapped off branches. The Scots Pines down Haywood Lane and at Merryhill were commented.

• Callow Garages, parking and transporters
Cllr Bryant supplied photographs of a transported that had been observed parking over the Knocker Hill exit onto the A49. This had been reported to the Police. The Renault Garage did advise the driver to move, after some discussion.

• Broadband issues
The Twyford Residents Consortium was trying to arrange a cable installer to lay the underground broadband cable. The cost was proving to be high and a contractor to undertake the works was still being sought.

• Notice board at St. Peters, Bullinghope
The notice board at St Peters Church was locked and in a poor state of repair. The Chair would liaise with the Vicar of St Peters and offer that if the Parish Council were to refurbish the board then perhaps they may share the use of it. This would be organised and then Cllr Bryant kindly agreed to undertake the repairs for which the Parish Council would pay.

10.0 Parish Roads and Footpaths
10.1) To note any defects to be reported to Balfour Beatty.
Details to be advised to the Clerk.
10.2) To put forward work for the Lengthsman
Routine maintenance tasks as per seasonal requirements. Grit bins to be topped up.

11.0 Information Sheet and Correspondence
11.1 To note Information and Correspondence Sheet
The contents of the information sheet were noted and included the following from Herefordshire Council:
“Dear Parish and Town Councils,
Please see below list of Lottery investment into Herefordshire in the 9 months up to Sept 2017; Herefordshire organisations have received 53 grants with a total value of £3,389,286 during this period. This funding comes from all of the Lottery distributors, so includes everything from the Arts to Sports. This is against a background of the challenges posed by the ongoing decline in lottery ticket sales and changes to Lottery programmes. The decline in sales of lottery tickets looks set to continue and is reducing the amount of funding available to lottery distributors which is leading to the consolidation of funding programmes.
This is leading to increasing competition for funds which means projects need to be stronger than ever to secure funding. We, in project development, are here to help and advise on all funding applications and signposting to funding opportunities. As you may be aware cabinet is due to consider a report on the Hereford Transport Package at its meeting on the 18 January 2018. At this meeting cabinet will consider feedback from the first phase of consultation about the project which was held in 2017 and assessment work done since then on possible routes for the bypass, prior to commencement of the next stage of public consultation. Given the scheme could impact on your parish by the project I would like to brief you in advance. The briefing will take place on 11 January 2018 in Committee Room 2 at the Town Hall between 5-6pm.
Papers for this cabinet meeting will be available on the Council’s website on 11 January 2018.
We will be advising residents, businesses and organisations shortly that they will be able to access the report and papers on this date so I hope that my briefing would be timely for you. I would be grateful if you could advise by return if you can attend. Please can I ask that no more than two representatives attend to ensure we have sufficient space

It was agreed that Cllrs Priddle and Bryant would attend the 11 January briefing and that the Clerk would reserve their places. The information provided would be fed back to the Parish Council.
11.2 To discuss ongoing escalation of fly tipping at Haywood Lane
Further fly tipping had occurred on the embankment in Haywood Lane and the mess had been photographed. It was agreed that Rail Track would be invited to meet with some of the parish councillors, initially, on site to look at the problem and explore possible solutions.

All usual items and including speeding plus Rail Track land on Haywood Lane regarding fly tipping.

13.0

Confirmation of date of next Meeting
The next Parish Council Meeting would be held on Tuesday 6th February 2018 from 7.00pm in the Callow Village Hall.
